Joe Hints to Ulfric's disposition regarding power and other races in Skyrim are given when talking with many other NPCs, so they're not quest-related.

User Info: Featherwind. Note that if you just escaped Helgen with Ralof you aren't a member of the Stormcloaks yet. In order to completely join and block joining the Legion you have to get much more involved.
User Info: Dudechapguyman. Because they're a bunch of selfish, short-sighted babies who are weakening the empire and facilitating the Thalmor's goal of destroying the world, all because of a temporary law that says they're not allowed to worship Talos.
A temporary law that isn't even enforced by the empire, mind you. It's as Imperial Soldiers like to state: "What Ulfric and his Stormcloaks like to forget is that the Empire is the only thing keeping the Thalmor out of Skyrim". The Thalmor call Ulfric an uncooperative asset for a reason: He's doing nothing but helping the Thalmor. Banning Talos worship is a small price to pay for a chance to gather forces and strike back at the Thalmor, but Ulfric is too stupid to see this so he starts an uprising over it.
